Windsor Town Board 5/22/2023

Meeting Summary:

This was a very professional group with albeit one (1) member wearing a suit. Could not see the audience to know if any residents attended. The two (2) issues presented for board action did not seem to be hot-button issues for the town of Windsor.


The Conditional Use Permit for a new Police Facility seemed a non-issue and is a small facility on open space that will have a future dedicated middle school and park.


The Conditional Use Grant for a pad and 40-foot communication tower is added to an already built Oil and Gas site with landscaping and access. The tower is small enough that it’s barely noticeable (pictures of the site are available on the agenda packet). No residents, with proper notification, have had any objections or concerns.

Meeting Notes

The Town Board serves as the community’s legislative body, having responsibility for enacting town ordinances, appropriating funds to conduct town business, appointing members to boards and commissions, and providing direction to town staff.


Review Agenda and Addition of New Items for Consideration - None


Outside Agency Report: Shawna Hendricks from Imagine Zero and Shawn Wherry from Windsor Gives gave an update on their combined event ‘Move Through the Darkness’. This was a physical challenge for suicide prevention in Dec. 2022-Jan. 2023 to educate and get people moving during winter. In 2022, Weld County reported fifty-three (53) suicides: 14 female and 39 males.


There was a total of 445 participants in “Move Through the Darkness” including people from other states and two (2) countries. According to feedback received by Shawna and Shawn, participants reported improved winter mood, increased winter activity and overall better happiness. The town of Windsor was a sponsor for this event and Shawna asked for continued support for the next event, Dec. 2023 – Jan. 2024.


Board Liaison Reports:

  1. Town Board Member Steinbach: Historic Preservation Commission are still working on a plan; Water and Sewer Board didn’t meet so no news to report.

  2. Mayor Pro Tem Wilson: Larimer County Behavioral Health Policy Council meet next month; no reports for Hwy 34 and I25 Coalition or the Great Western Trail Authority.

  3. Town Board Member Bennett: Parks, Recreation & Culture Advisory Board – no report; Windsor Arts Commission: Bennett wishes more people knew about this commission, so he needs to get the word out. There are 6 art projects around Windsor and only one (1) artist has signed up. One project is $70,000-$80,000 for a major sculpture. Five (5) electric power boxes were chosen this year to be decorated. Someone suggested using historical photos and creating a wrap for the box. They need artists to create this. June 10th and July 8th are also planned art projects and artists are needed.

  4. Town Board Member Cline: Clearview Library in Severance had their groundbreaking event, and the Library Board will provide updates throughout the project. Poudre River Trail Corridor Authority has no updates.

  5. Town Board Member Tallon: Planning Commission updates are included with the Board Action items below; Chamber of Commerce meets later in the week.

  6. Town Board Member Hallett: Tree Board meets tomorrow; Windsor Housing Authority news is that CHFA (Colorado Housing and Finance Authority) met and announced there will be twenty-seven (27) projects in Colorado. Details to come later. Windsor is hoping to be a part of one or more of the projects.

  7. Mayor Rennemeyer: absent

Consent Calendar: May 8, 2023, minutes were approved; School Resource Officer program was approved.


Board Action:

  1. Public Hearing - Conditional Use Permit for a new Police facility on Recreation Open Lands off County Road 15 (see May 17, 2023, Planning Commission Notes)

The Planning Commission approved the Conditional Use Permit and has forwarded it to the town board for approval. The condition is that Master Plan be completed and approved at a future hearing. The Planning staff is continuing to review the plans and access which is part of a larger plan to include a future school and park area.


The Planning Commission recommends the Town Board approves the conditional permit.

Town member Cline: if this Conditional Use Permit is approved now before the Master Plan is complete, will completion of the Master Plan supersede this Conditional Use Permit?


Carlin Malone: The Master Plan would be an amendment to the permit with more details of construction, materials, timelines, etc.

Approval Vote: Yes – 6 No - 0

  1. Public Hearing – Conditional Use Grant to amend the Raindance Oil & Gas Pad Site to allow for 40-foot communications tower. (See 5.17.2023 Planning Commission Notes)

The Planning Commission approved the Conditional Use Grant and has forwarded it to the town board for approval. Chief Planner Carlin Malone explained to the board that the site already has a taller radio tower with landscaping on this residential mix-use site. The pad site is 1,000 feet from residences. One hundred fifteen (115) notifications were sent out to surrounding residents and there has been no feedback from any of them.


The Planning Commission recommends approval of this Conditional Use Grant.


Mayor Pro Tem Wilson lives in the area, and he hasn’t received any direct feedback from neighbors either. The tower is set back far enough on the site that he has no concerns, and it is a small tower compared to others in the area.

  4. Finance Report for February 2023 by Dean Moyer, Director of Finance: January and February sales were at a lower tax rate, however a large collection for February was posted March 1, so the results are still ahead of forecasting. Finance will continue watching revenue closely because building permits have slowed down. March looks better with single family resident permits down, but commercial permits are up. They expect to maintain the annual forecasted revenue for 2023.
